"Why didn't they come forward sooner?"
Because every time someone comes forward with evidence, it becomes forum drama. Admins promise anonymity, but a lot of the community only respects that if they don't like the person who was banned. If they're friends with that person, it becomes a public spectacle, and the victim is forced to come forward. This community has a talent for tearing down victims and driving them out of the community. As you've seen from recent events, the victims may even be persecuted by the admins for coming forward. 

"Why can't the accused see the evidence?"
Because they'll know who reported them, and they'll make sure the rest of the community knows too. Oftentimes, they speculate to others about who it was and expose+confront possible victims anyway. 

"Why don't they get a chance to defend themselves?"
Because the evidence can't be defended or excused. this isn't a court of law, it's an online community and people deserve to feel safe and comfortable. if someone is making someone feel unsafe or uncomfortable, then they shouldn't be in the community. it doesn't matter if they believe they can excuse their behavior, they still caused significant issues.
