Have any of you even taken the time to read the rules?
It very clearly states it's KOS if you
WALK PAST.
READ IT. THEN RESPOND.
Use facts, and pretend the rules in their writing, are law.

If A was the one on the un-id and killed b while they were id'ing it then yes it's rdm.
Now if B gunned down A with no questions or warnings, A was on an un-id and it was not RDM.
I literally don't know how else to word this.
