Well, according to gametracker (https://www.gametracker.com/player/Maurice/74.91.112.89:27015/), Maurice is new to the game.
And PR rounds may be pretty confusing to new players. If these were regular rounds, I would go with +1. But I'll go with -1 in this case.
As for chat spam, he was muted only once (based on the evidence), which is not enough for a ban in my opinion.

The chatspam you see is actually advertising a hack, which upgrades him to a perma as that is a huge no-no. Thanks for the report!
