oh shit my bad for not seeing your tag on me matt. Personally from ive seen in my limited time back, he has been abusing a bit, now I cant say much as this appears to have started before I came back (?). but yes, from what I have seen it has been erring on the side of abusing

Reminds me when @Trombowen and I had issues with another donor abusing their power. I think normally they are reduced to Supporter rank, though bans can occur.
