"Staying neutral on this because I don't really know you well, but good luck!" has to be one of the most annoying and unhelpful things I've ever read.
This would be better: "I'm staying neutral as I can't make a full judgment of your character just yet, but I have seen you staff and here are some things you could improve on"
or something along those lines.
