I mean, even if they were OP, they can always be balanced. The only issue I can see is the fact that it may have been broken.

If my memory serves me right, we had the Silenced M4A1 years ago on the server. No one ever used it because it wasn't particularly powerful and there were much better traitor weapons. This is still the case, so I would suggest against this particular weapon.

I don't really have any opinion on the other things. Either no experience or just no desire to use.
