A server I staff for currently uses SprayMesh for sprays. It's a bit more complicated to set up a spray, but a good alternative. This helps to get around the exploit, and you are able to see who sprays the spray, SteamID, and image link (type Spraymesh_shownames in console). If you want to see what that looks like I can post an image.
I tend to find staffing with sprays to be tedious at times. If someone does spray something inappropriate, then you have to watch and make sure they don't do it again or spray it somewhere difficult to spot. Also, when there aren't staff on to handle it, that raises the issue of removing it/reporting it. You would also need to define the line between appropriate and inappropriate content.
Personally, Im neutral on the subject of sprays and whether or not to add them to the server.
