How can he prove he won't harass again?

By saying "I promise"? 

By showing he will or explain why

But that would mean he would already be unbanned and your +1 would be useless

I say +1 unban he took time off to think about what he's done but ill also add that he was accused by a player that is banned and loses his temper.
