Lingering ulx issue from 6 years ago?

I know you aren't banned but it appears to be a lingering issue from a prior ban. So posting here in the right format will guarantee a response. https://prnt.sc/110ulzw admin told me to respond here so here I am, My main account was banned in 2015 and unbanned in 2017 yet my new main account I made almost 4 years later with no corralation to the ip,steam id/anything from the account there's no reason I shouldn't be able to connect. A couple things. 1 I’m not sure why you scratched it out but you missed a username to scratch. 2 this should be in the unban section so I’ll move it there.
That being said you’ll want to update the format to the unban format.

I told him to post it here because I think it may be a lingering issue from some weird ulx ban. I was in a hurry and just sent him this link this morning

Brief 2 minute summary, he cannot connect at all to the server. He can't find the server in the server list, and attempts to directly connect to server address aren't working.
Player's current steam ID is here: STEAM_0:0:423680121
Prior steam ID is here: STEAM_0:0:98000312

Neither steam ID is currently banned but he was banned twice in 2017 from prior ban.
I suspect something wacky on the ulx side is potentially preventing him from connecting, possibly tied to his last ban. I'm trying to at least figure out if he was issued some kind of alternate ban blocking him from accessing server or what.
Since he is not banned on either account I tried ulx unbanning his new steam ID, this didn't help.

Hi, please run tracert 64.94.238.145 in your command prompt and send a screenshot of the output. If you cannot see or connect to the server at all it is not an issue related to bans. As I said in this thread, even IP bans aren't capable of completely blocking access to the server.

I used to have a similar problem of not being able to connect randomly a long time ago but I never actually figured out how to fix it. What I used to do is verify integrity of game cache, connect over and over for a few minutes, close the game, do it again, etc until it worked.

Something I would possibly try is connecting your computer to your phone hotspot and connecting to the server through that. If it works, something on the server side is blocking your connections to port 25565. If it doesn't work, it's a problem with your game installation most likely.

Not a bad idea. Try turning off antivirus if you have it?

I manually turned off windows defender in the group policy editor as soon as I installed windows 10 I stripped it down basically.
