I don't like how this was said. He said other people who did worse successfully appealed, so he should try as well, not so he should also just be unbanned. Those are vastly different statements, one assuming an outcome, and the other simply saying "Oh, if thing A happened, thing B is also a possibility"
I mean, in a literal sense yes you are correct. However, I think it's fair to see it as "if someone is appealing their ban, that means they believe that their ban should be overturned". I suppose it is possible to appeal without actually thinking the appeal will go through, but I would think that's kinda silly to even appeal in the first place in that case if you aren't confident in your own case. Why would you appeal if you don't believe you should be unbanned?

Also, just to nitpick more, acknowledging someone is changing is fine. In an unban appeal, if someone brings up change, it can be assumed to be positive change just given the setting. And, very very very often, if someone talks about "how" they've changed or what steps they have been taking to change in their appeals, people accuse them of trying to play sympathy or manipulate people in other ways to get unbanned, usually that sort of thing is said in private but has been said on posts before as well.
I guess for that, it's an issue of interpretation. While some may consider that kind of explanation to be manipulative and whatnot, I instead consider that showing that it at least there is some level of genuineness to the appeal. If those things are said in private then that's one thing, but I can only go off of what I see in the appeal. To me just saying that "I've changed" and then not providing any more detail comes across as lazy and in-genuine.

Just to clarify, I'm not trying to dismiss your points. A lot of this just has to do with individual interpretation, and I interpret this as a lazy appeal for a pretty long past. For someone who has been banned and unbanned as many times as this for reasons like these, I'd expect a bit more than just "i've changed". Again though, it's interpretation.
